Does anyone have any news on this?

There is some stuff already on https://github.com/conanbatt/OpenKaya

Is this enough to provide a whole new UI which connects to the server?

I don't think so. Unless a lot was added to OpenKaya right at the end, it was a fraction of what the server did. A lot of it was add-ons.
