What is the big deal here? KGS rules are dead simple: you can leave ranked games whenever you please, but if you do it too much you start forfeiting them.

I still don't get why this is an actual problem. If you don't want to be at risk of your opponent using (say) 120 minutes of time on a lost game, then don't start a 120 minute game with a stranger. If you choose that time setting, that's what you're signing up for, right? Why bother adding an arbitrary restriction?

(Especially for such a relatively low limit. If there's a limit for some reason, it shouldn't be "half of the time you might get in a tournament game.")

Assuming it's a reasonable-length time control, there's absolutely no reason not to record your games, and if you won't remember them without a record, then that's an extremely good reason to do so.
