dead stones and japanese scoring

I'm confused.

I was looking at the Japanese scoring rules(http://www.online-go.com/faq.php?name=rules) and the example board leaves me wondering.

if black placed stones at places like G1, J3, C9, etc. where it would be in white's territory ...
