Are you talking about KGS? Then there are ways of winning and losing games that have nothing to do with rank, so the answer is there is no level.
I am just basing the ranking on KGS.

Which ranking would be practically impossible to beat (not reach but beat) for a beginner?
A "beginner" is defined here as having played less than 200 games .

Are you suggesting black pass force white to pass? That could be bad if a point was missed by black. I've had that happen... so white should be able to take it.
But white didn't take it the first time. So white has already wasted hir chance.

If, in a new ruleset, you have to play dead stones out, would it be best to FORCE white to pass an additional pass instead of giving hir an option to play on the board? I mean, what is the purpose of letting white play on the board again? Black isn't given that option.

Just a few small comments. The idea is trying to realize which of your moves feel like passes.
White 114: there is no reason to take these stones right away they are already yours. Instead you can save your stone at F5 from atari.

An enjoyable beginner game
I am a beginner and I would be thankful if someone could comment on this game in which I played white and lost. It was very fun to play but I find it boring as hell to only have a 17 kyu ranking on IGS. Therefore, I want to improve.
