The exception would be the final byoyomi period, because there KGS will say your opponent has lost.
which is also the most important period
If Skype was open, it would allow player's to shout LAAAAAAAAAG and have that verified by the Observer.
this is a solution i certainly wouldn't like to see ...

But some for some people, the best solution is trying to find the most proper application of the tournament rules, and for other people, the best solution is to compromise. As I read these posts, people do seem dug in one way or the other.

Another possible resolution that I don't think I've seen here is to declare the game a loss for both sides, and move on to the next player in line for both the AGA and EGF in the next match.

I think this comes down to whether we believe Mateusz’s statement. If he ran out of time, it should be his loss. If we believe that he played in time, but lag prevented the move, it seems appropriate to resume the game from that position.

Apart from being an iterative method (instead of closed form), the downside of my way is it gives +/- infinity if you have all wins/losses. You can anchor it with a fake loss/win to a super strong/weak player but that's a bodge (and the rating choice of the bodge affects the result). Then again ...
