Maybe offtopic, but is B B3 really a ko threat?
After W tenuki, B B4, W C5, B A2, W A3, B has nothing.
What do I miss?

oh, I see now that W can capture even a stone on a 5-5 point, so maybe the semedori strategy is not at all necessary and W can live in the center...

I get W+6 (only a try).
W gets the edge as a connected chain and many points.
B must hurry to make life in the center, W sacrifices a dozen stones there for semedori as dango.

Maybe some confusion arises because this paper calls "basic ko" what most of us call "ko" and calls "ko" what assumably is a special kind (or all kinds??) of repetition.
Should be better to mention this at the beginning of the paper (except this is only for experts...)

"capturable-1" (as a word) should not be part/included of any written official Japanese ruleset, if I remember correctly.
Apparently you are referring (don't you?) to the infamous passage in "Japanese.html", Chapter "Commentary on Article 7, Life and death":
