In relation to the F3 :white: stone, :b41: is a ShoulderHit.

Does it refer to both E4 and F3 :white: stones ?

Hi Ed. 肩 does seem to be shoulder hit, but I do not understand the significance of 冲?Does it just modify the severity of the 肩?

It is the whole phrase 肩冲 that means 'shoulder hit'. It is sometimes written 尖冲 (exactly the same pronunciation).

It is, in effect, a binome, but if you want to analyse it, it means a punch at the shoulder. In other words 'punch' is the head noun and it is modified by 'shoulder', following the standard rule for modification in Chinese. The idea of 'punch' is from martial arts. E.g. the taiji movement 冲拳 'punching fist'.

The same pronunciation in pinyin, at least.
In other dialects (e.g. Cantonese), 肩 may have a different pronunciation from 尖.
