(Anybody know whether this is the same as FineArt, given that both are developed by Tencent?)

Oh, have I missed an earlier post about this? If yes then I’m sorry.

I’ve checked the titles of “unread posts” and didn’t notice any hint towards “PhoenixGo”.

And no, I don't have an ignore list here.

It is not the same. They were developed by different teams within Tencent, independently I believe. PhoenixGo was by the WeChat (popular tencent instant messaging app, what the Chinese use instead of WhatsApp or Facebook messenger) machine translation team. It played on Fox as BensonDarr.

Before it won that AI tournament I thought FineArt was a bit stronger (e.g. Andy Liu said so in some baduk1 video, it was giving more handi to pros), but maybe Benson/Pheonix could give extra handi, or amount of handi to pros is not such a great way of measuring relative strength of super-strong bots between each other. Or maybe Phoenix just got a bit lucky in the games that counted of the finals, I think the total head-to-head record wasn't much difference.
