I think it would be nice to have function to ban certain users from making any comment on your thread.
Yes I am talking about Robert who is trying to use this forum to promote his book.
He thinks that this forum is a free advertisment source.

That's why we have moderators on this board, and to the best of my knowledge, they generally do not feel that a ban is necessary. If they can't be convinced, there is no reason to give individual users this power, will all the potential for abuse.

I think you shouldn't be posting hate threads. Robert doesn't just advertise his books, and it's not appropriate to give normal users the power to bar others from taking part in a discussion because if it becomes necessary the mods can do it. You obviously disagree with their decision not to ban Robert, but putting aside the specifics of this situation, what's the justification for allowing normal users to ban people the mods have decided don't deserve to be banned?

I really do not think this is a good idea. Making general rules based on specific facts or individuals rarely is.
That being said, I do not see anything unfair about it, particularly when MW is upfront about it.

you can always add someone to your censor list -- then the only time you'd see what they say, is when someone else quotes them
