It's still there, and although their free test period is over, there are still videos there that you can watch for free: http://en.weiqitv.com/video

It's is said on the site that "New free videos released every month", but the last free video is 6 moths old. The last post in the news section is from July 12. And I can't find a list of the paid content anywhere to check if that content is still updated. All in all, I wouldn't say the site looks particularly alive, to a non-subscriber at least.

WeiqiTV had a lot of personnel changes in recent months. They also moved into a new improved live broadcast studio (the old one was in Chinese Weiqi Association) and moved all their files to a new server and changed their live streaming partner. All in all a lot was happening in the past a few months which even impacted new productions on their Chinese website. My guess is that they will start to shift their attention back to the English website once the situation stabilizes.
