Tan Xiao won the 3rd game by resign in the endgame, so wins the 11th Chunlan Cup. He was #1 in the Chinese ratings about 6 years ago and won some domestic titles back then, but since then was overtaken by players like Shi Yue (whose rating has since dived, whilst Tan has had a steady resurgence) and Ke Jie, and this is his first international title (so earns his 9p).

Tan Xiao is arguably the strongest Chinese player who didn't participate in the Alpha Go event. Congrat to him!
