It's interesting to note, letters such as り can be considered a hybrid between r/l, but the l sound is derived from the depth of the r so generally is considered and often Romanised as r in romaji. But I don't know of any Hangeul consonant normally Romanised as r, so the Romanisation of the Hangeul-isation of the Japanese "r" letters end up as an l in English!

It is just a name that doesn't mean too much. The players are from anywhere. Hangzhou Qiquan is the only official branch of Zhongguo Qiyuan, the Chinese organisation governing Go. It hosts a number of teams competing in the Chinese leagues, as well as a so-called 2nd Chinese national squad. Due to China's vast territory it is not convenient for all players to be based in the capital city of Beijing. So Hangzhou is sort of a second base.

How are the players chosen? It looks like many of the Japanese and Korean players are young, but I'm not sure about all of them.

For quite sometime, Nihon Kiin website has been using names like 'Sun Zhe' and 'Hsu Chia Yuan' - this in particular applies to young players (other examples are 'Wang Jing Yi', 'Bian Wenkai', 'Chang Ruei Jie'. Old players from overseas still have their names in Japanese spelling.

The Korean rhotic is always romanized as an 'r' unless it is the last sound of a syllable. The sound is the same between Korean and Japanese; it's a tap rhotic and is definitely considered part of the 'r' family of sounds.
