I wonder why they chose Washington. Is there a big Go scene there?

Washington, D.C. has one of the most active go scenes in the country, way more than New York City. Washington originated the U.S. Go Congress and has hosted it more than once. Maybe D.C. being the country's capitol also played a role.

For what it's worth, they solicited proposals from east-coast cities last winter. A group in DC submitted one of them, and was the winner selected from those proposals.
