I'm guessing it has no intuition regarding playing four-people Go.

Is the best move in rengo - in any given situation - different from the best move in go (in the same situation)?

Yes, particularly with mixed strength pairs/teams. Rengo is about the stronger player trying to play moves the weaker partner can understand and play correctly afterwards, rather than playing the best (complicated) move assuming perfect players.
