Life In 19x19

Can anyone help identify what rank this would convert to in Europe? it relates to a child --> "they got the primary level of rank in China from a Children's Go competition "

Is that a translation from Chinese? I would suspect "primary" may be better translated as "first" and "level" as "step" aka 1 dan (which might not be particularly close to a European 1 dan).

I would imagine 1 dan, but all I have is this quotation. Probably it is unlikely to be EGF 20k
