I'd presume he means the US one, due to Uberdude's law of the internet:
If someone online asks a question without including their country where it would be useful to do so, they are almost certainly from the USA.

2019 Congress is in Madison, Wisconsin on July 13-20. ( Note that it is earlier than usual )

BTW, the EAA AirVenture fly-in convention is in Oshkosh, Wisconsin, little more than 100 miles away, starting 2 days after congress ends. I'm thinking of attending both.
Anyone interested in carpooling/planepooling?
