IGOJIN e-magazine

I see that the outstandingly good Mainichi Communications group has announced it is to issue a free monthly e-magazine called IGOJIN Beginners (Igojin means Go People) from late August, and a separate magazine for stronger players is also in the works.
I'm not a smartphone or tablet owner so don't understand things related to these properly, but as I understand it it is not restricted to one operating format, although iPhone and iPad feature prominently in the advertising. It is in EPOB 2.01. Are EPUB readers usable everywhere?
I couldn't see anything that says how big the magazine is, but the first issue (in Japanese) will have features by Yoda Norimoto and the Mannami sisters.
This sounds like an interesting way forward for the western go scene: a free journal issued by the developers and publishers which allows them to advertise (though I still think it's time western print journal editors pulled their fingers out and included, if not book reviews, at least a notice of new books - it's basic journalism).
