I don't remember. I just have it all the time I am in L19 now.

Users experience this issue should do the following
#1 Click the link (if visible) to release any messages which are on hold.
or #2 Send themselves (or get another user to send them) a private message.

Or, you could just stop reading the messages you haven't gotten yet...
