I'm fairly sure they do on any server I've ever visited. I guess anything else raises more problems than it solves for any kind of board commenting etc.

I have used an igs client that rotated it.

I have a friend that rather plays with an inverted board. It makes it hard to discuss about the game later. "What is your lower left corner?" Becomes a frequent question.
OTOH, gobans aren't drawn with the perspective they should have. A Goban isn't a perfect square. It's a slight rectangule.
Goban for MacOS draws the board correctly, Since I'm used to it, it's very hard for me to use other clients.

The "squares" on a goban are slightly rectangular so that when viewed from the players' positions (looking down on it from behind) they will appear as squares.
If they were actual squares the players would see them as rectangles due to the perspective (unless you hover over the goban while playing OTB).
So it seems absolutely correct to have the "squares" displayed as actual squares on computer gobans.

When I review a game on Oro (with preplay) the board is suddenly turned around. So maybe on Oro both players see the game from "their" point of view.
