I agree that the other 3-4 is more questionable (that's the one Kajiwara specifically mentioned), but when I went to look for fuseki that used this I found a sensei's library page that claimed black had a 65% winning percentage in pro games after this move and playing the other ...

Tsumego and tesuji books are always worth it, regardless of level. Especially if you don't have time to play.
That said, if you have the time to play, playing is better.
And if you enjoy reading, then some books certainly can't hurt.

Looks like on CGOS, they're playing without the GPU (1c0g). Last zen that played with a GPU was 12.5n. Might give a significant strength boost with the gpu, if their code still can utilize it.

At the DDK level, how long should you spend on a tsumego problem? 5 minutes? 2 minutes? 1 minute?

I'm personally a fan of tsumego/tesuji, and would recommend it at any level. It might not be what you're weakest at, but reading strength is essential in games, and starting that practice earlier will go a long way. 10 problems a day is sufficient.
