If you can't read it and/or have no way to order direct from Japan, there are international services which will custom-buy and ship things for you. I think I once read on J-List.com that they will custom-order special for customers. No idea how much of a mark-up they would add, though.

The boards seem to be just laminated paper.

You could make them for yourselves in any colours you wish … print your grid and hoshi using templates from here: http://www.gungfu.de/go/gobans/konstruk ... lates.html, you can even create non-standard size boards there.
