Someone (I don't know who) has been editing the SL pages of prominent professionals recently, adding a lot of content, and doing a lot of cleanup. The IP address for the last person to edit the SeoBongSoo page you reference indicates that the editor is in Oklahoma City. Still officially AGA 5d but I play so irregularly these days that I am probably only 3d or 4d over the board (but hopefully still 5d in terms of knowledge, theory and the ability to contribute).

There are publicly available list of GeoIP tables (linking IPs with geographical areas.) They are not 100% foolproof, but 80-90% of the time they are accurate enough to munch some data. Used one once to cleanup a database of email registrations to limit it to US+UK (had the registering IP logged).
