At first I was reminded of Opening Theory Made Easy and "Harming your own stones" since it looks like White is strengthening Black's cutting stones and is killing his stones below.
Then I saw that Black can't really attack White below because his cutting stones are weak themselves, they need to run right now. Black has a weak sandwich group which makes White's groups on both side stronger (or maybe a bit safer).
To top that, it's essentially a battle between four groups!]
