The proposals tagged "Matti Siivola" are on his webpage, of which he wrote the text, but the proposals were created by or in cooperation also with different people.

The link to Matti Siivola's proposals in the OP does not work. I looked at Matti Siivola's page, and could not find a link to the proposals there...

Though I've played at a European Go Congress, I'm not European and won't vote in this poll, but it seems a shame that the proposals in Matti Siivola's page are not properly linked. Or is it just a problem on my end?

Well, I would add the requirement that any candidate for the EC should also take part in the Open EC. If not, some players might elect to play only in the EC which might give them an unfair advantage and also affect non European attendance.

One could argue that the 2009 decision "EC should not be affected by non-European players" means that no EC candidate may play a non European in the open tournament - lest that affect their concentration/tiredness in an EC tournament. However I don't think that was the intention of the 2009 decision.

There are different possible ways of setting extra tournaments or requirements for player movements. One might set an afternoon Top Players Tournament and either require or not require attendance; likewise one might (subject to fitting schedules) do either for EC players in the Open-EC; certainly for players dropping out of the EC.
