Tried on iPad simulator with iOS 9.3 and didn't find any problem with it.
One more thing to clarify: Go Eye iPad version will enter Web browser page automatically upon startup. If "Web browser" fails, the app will totally crash without showing any screen, and even the main menu (left panel) for user to tap. Do you mean that in the web browser page, when you switch to other menu item like "About", it will crash? (Not able to reproduce on iPad simulator).
Another thing is that maybe you could try to reboot the iPad and check it again. Sometimes iOS may go crazy, especially 8.x and 9.x.

I am on iOS 9.2 on my Ipad (not 9.3).
When launching the app, the app does not crash. The default web browser appears and I can access to the different web ressources.
The top right menus 'Home' and 'Bookmarks-History' are also fine. The same for 'Show downloads'.
When entering in the upper left 'Go Eye' Menu, the app crashes when entering in all menus except '+ New'.
I have reboot the Ipad several times without success.
The other user 'Zorropad' who left a rating on the app store says that he was first unable to update for version 3.0, which suggests he has also a 32 bit Ipad. He then updated to the last version and experienced the crash in the menus.

The crash problem for 9.x is fixed. It is caused by WebKit. New version will come in a few days, together with some other fixes. Thanks for sending the crash reports.

Go Eye 3.1 is out!
There is a major refactor in core functions as well as better tree view. And some bug fixes for PDF book generation for huge SGF file like kogo's joseki. It also includes new option to clear old app caches (which may accumulate up to a few hundred MB!)
From App Store analytics records, there is 0 crash report for version 3.0.2. We hope that 3.1 keeps the record. But if there is, please send crash log to us and we will fix it asap.

Any user has played with that on your devices? (Requirement: iPhone 6s+, iPad Pro+, iPad 2017+, with iOS 11+). Any volunteer?
Also a few hints here for users who may be puzzled about how to use it:
1. Find a bright table surface or floor that have texture, so that Apple's ARKit can tell Go Eye that it finds a plane. Poor light, luck of texture (like a white wall), or moving too fast will fail to find.
2. Move the camera slight left or right, up and down a little bit.
------- When the board is showing up -------
3. You can move the camera to observe the vivid board and stones in any angle. It is real 3D model.
4. You can single touch and drag it to any way along with the surface(plane) it is on.
5. Use iOS standard rotation gesture (push two fingers toward each other like wrapping a circle), you can rotate the board.
6. Single tap to toggle full screen so that the vide/image capturing will have only the real world and the board/stones.
7. You can auto or manual play back the moves, similar to the main board page.
8. A good practice is to have the auto playback mode on and toggle to full screen. Then it looks amazing.

Bug report
I just tried to cut and paste a position in another thread. Instead of move numbers I got all dashes.
I think it is only when the diagram begins numbering from a stone that is subsequently removed - 10 in the diagram above.
Starting one later gives the result below, which is OK.
