Quo Vadis "Taiwan Rule"?

Ikeda made reference to a "Taiwan rule", apparently a practice of black not playing the last dame in an area scored game.

This practice doesn't make it into Ing rules. My questions are:
  • 1. How widespread was this practice within Taiwan? Maybe it was always obscure, even there?
    2. If it ever was in wide practice, why would Ing's rules have excluded it?
    3. Are Ing's rules are a widespread practice within Taiwan even outside of competition? (Or do people do what they always did in friendly games, its too technical otherwise?)
    4. Bonus question: Any thoughts on why Ikeda for his area rules III could not be happy with the "Taiwan rule" in place of somewhat more awkward rule of the 1 point swing adjustment awarded to whoever passes first?

I can only comment on the statusqou, They only use chinese rules to play any game here, I couldnt see any exception,
