Aren't 5 rounds to select 4 qualifying players from only 10 and 12 players in the respective age groups too many rounds? That is assuming this was a Swiss tournament. Maybe a tournament with so few players would better be planned as a round robin, possibly two round robin groups and a final between the winners of each group, if the desire was to have 5 rounds. I suspect that a 5th Swiss round would have done more to confuse the final standing than it would have done to clarify anything.

Judging from what I read using Google translate there was a lack of communication and people were unhappy about the missing round (and some other things). I think a missing round in a tournament is the right kinda thing to be unhappy about.
