From the FAQ:

I’d like to join / quit, but we’ve already reached half-month? what then ?

If you want to quit, you can do it anytime, but only under the condition you haven’t played games yet. If you already have, we can’t remove you or it would deprive your past opponents of their well-deserved wins/losses. If you want to join, please ask an admin, it will depend on the current size of the classes, your motivation, and the time you are asking for it

Best bet is to send a message to stalkor or cgbspender through KGS.

Both do come to this forum, so they'll probably see this thread as well.

For sign up just send a message in kgs to cgbspender or stalkor .

Here is a question kind of along the same lines...

Once you sign up for one month, are you automatically signed up for the continuing months until you drop? Or do you have to sign-up for every month?

After you sign-up for the initial month, you'll only be dropped if you don't meet the minimum game requirement, (4 league games per month) or you decide to quit. So yes, you are automatically signed up.

it seems like its very hard for people to find out how to sign up.

The ASR league signs up people manually and its stated pretty obviously in the FAQ and on the room message.

Maybe i'm to much used to the site and message that i miss what new players need to see, so pitch in and help out on how i can improve on this!

I would suggest adding it directly to the faq who to talk to to sign up... Maybe add a link on the site that says sign up here that directs them to the faq link...

The faq on the site currently, though informative, is slightly vague on joining

It says ask an admin, but who are the admins? How do you contact them? etc... Thanks to some helpful people in the ASR room, when I was trying to sign up they directed me to CGBSpendor... however until I asked in the room I couldn't find any info on who the mods were..

Perhaps set up a email box, give access to it to any admins, and post "email this box to sign up". Don't know if it'd be more hassle for you or not, though?

Who are we ?

The League crew is composed of many players who administrate it as much as they can. They sometimes be not available, please don’t be mad at them, they are doing the administration part on their free time.

Admins : Cgbspender, vortex, stalkor.

this is also in the FAQ, so it should be obvious who the admin is i think. I will look at the FAQ structure next week after i get back from tournament.

For worse, users do not generally read. In particuar, they do not read anything longer than a paragraph or two--instead they just skim headings or look for bold text answering their question.

I'd recommend adding a "how do I join?" section to the FAQ.
