I got the above message when trying to upload some sgf to the forum. Is this quota per person? How much and how many files can we upload?

For small SGFs you can simply paste them into [ sgf ] tags. No need for uploading.

I can still upload SGFs, so it was either a temporary thing or is a per-person thing. If it's a per-person thing, is there really a need for it?

yes. if you have several thousand members and if they all upload attachments, the server will soon run out of space

Theoretically yes, but we only have 100 people with >= 100 posts, and even among these people a lot of them aren't uploading anything.

Or, to use a more accurate measurement, when you upload a file to the server it assigns your file a URL of the form "./forum/download/file.php?id=%d", where %d is the nth file uploaded to the server. Right now, we are at 673 files uploaded to the server. Let's assume the vast majority are SGF files, and that the average size of an SGF file is 1.5 KiB (based on my random sampling of GoGoD, this seems like a fair or slightly high estimate). Given this, I don't think there is any concern about the server running out of space.

It looks like the attatchment quota was for the entire board.. Not a per person thing... I changed the limit... Let me know if any of you run into that issue again...
