I would imagine they are deleted. But even if they are not it would almost certainly require the intervention of someone with access to the database, and that probably would not be forthcoming.
Still officially AGA 5d but I play so irregularly these days that I am probably only 3d or 4d over the board (but hopefully still 5d in terms of knowledge, theory and the ability to contribute).

They are deleted. But sometimes they slip through the cracks and aren't. Give me the name of the deleted account, I'll see if the avatar is still hanging around.
If there is a new account with the same name, then the avatar is definitely gone, because it would be overwritten.
