For most of L19's short existence, we've been working with a geographically concentrated bunch of mods/admins. Several of us are here in the western US, and Topazg is in England, but that span is only one third of the globe. We have a 16-hour gap on the other side.
We've grown a lot over the past two years, and so have the potential nusiances, so that overconcentration had to be patched up. We needed mod in Asia.
Fortunately, we have TChan001 among our members. He lives in Hong Kong, right in the middle of the dead zone, and has been a strong contributor almost since the founding of L19. And he is one of the few people who has actually read the TOS, so we thought that made him the perfect candidate.
