It's children's fairy tale called Urashima Taro, a fisherboy who visits the Dragon God under the sea and ends up in a bit of time travel. Two a penny even today, although I note from my own grandchildren that interest in traditional fairy stories and nursery rhymes is sharply on the wane. I blame the political correctness wallahs, not the internet.

This edition is published by Kodansha, who still strive, so maybe there is a modern edition of the same book.
